Call to Order
Ben Kovic opened the
Conference Call at 11:10 a.m. He thanked the Board Members and staff for
standing by to participate in the call.

2.
Agenda for the Conference Call
The Board adopted the
Agenda as presented, with the addition of three items of Other Business
for which Members requested updates only:
- Five-year independent review of the NLCA
and Implementation Contract;
- NWMB work plan/budget to the end of the
present Planning Period; and
- The Nunavut Implementation Panel’s new
operating procedures.
3.
Walrus Sport Hunts 2000
Jim
Noble reviewed the briefing note that Michelle Wheatley had prepared in
respect to this matter. Applications for authorization to conduct walrus
sport hunts in 2000 were received from five communities. The applications
were reviewed as per the criteria contained in the “Interim NWMB Policy
for Walrus Sport Hunts” of 17 May 1999. The Board decided as follows:
1.
For Aiviq HTO : Five walrus sport hunts approved for the 2000
season (Resolution
2000- 085) , with the following conditions:
That the total walrus harvest by the community of Cape Dorset in 2000
not exceed the average annual total walrus harvest by the community
over the last five years;
That assignment of the right to sport-harvest each walrus be made
in writing;
That the numbers of walrus landed and walrus struck-and-lost in 2000
be reported to the NWMB and to DFO at the time of application for
walrus sport hunting next year; and
That the walrus sport hunts be conducted according to the hunt plan
submitted by the HTO for the 2000 season.
2.
For Igloolik HTO : Twelve walrus sport hunts approved for the
2000 season (Resolution
2000-086), with the following conditions:
That the total walrus harvest by the community of Igloolik in 2000
not exceed the average annual total walrus harvest by the community
over the last five years;
That assignment of the right to sport-harvest each walrus be made
in writing;
That the numbers of walrus landed and walrus struck-and-lost in 2000
be reported to the NWMB and to DFO at the time of application for
walrus sport hunting next year;
That the numbers of walrus landed and walrus struck-and-lost in 1999
be submitted immediately; and
That the walrus sport hunts be conducted according to the hunt plan
submitted by the HTO for the 2000 season.
3.
For Hall Beach HTO : Three walrus sport hunts approved for the
2000 season (Resolution
2000- 087), with the following conditions:
That the total walrus harvest by the community of Hall Beach in 2000
not exceed the average annual total walrus harvest by the community
over the last five years;
That assignment of the right to sport-harvest each walrus be made
in writing;
That the numbers of walrus landed and walrus struck-and-lost in 2000
be reported to the NWMB and to DFO at the time of application for
walrus sport hunting next year;
That the walrus sport hunts be conducted according to the hunt plan
submitted by the HTO for the 2000 season.
4.
For Aiviit ( Coral Harbour ) HTO ,
on behalf of Coral Harbour Tourism Association: Five walrus sport hunts
approved for the 2000 season (Resolution
2000-088), with the following conditions:
That the numbers of walrus landed and walrus struck-and-lost in 2000
be reported to the NWMB and to DFO at the time of application for
walrus sport hunting next year;
That the walrus sport hunts be conducted according to the hunt plan
submitted by the HTO for the 2000 season.
5.
For Willie Keatainak of Salluit , Quebec :
Eight walrus sport hunts approved for the 2000 season (Resolution
2000-089), with the following conditions:
That these hunts will take place in the
Area of Equal Use and Occupancy around Nottingham
and Salisbury
Islands;
That the total walrus harvest by the community of Salluit in 2000
not exceed the average annual total walrus harvest by the community
in that Area over the last five years;
That assignment of the right to sport-harvest each walrus be made
in writing;
That the numbers of walrus landed and walrus struck-and-lost in 2000
be reported to the NWMB and to DFO at the time of application for
walrus sport hunting next year;
That the numbers of walrus landed and walrus struck-and-lost in 1999
be submitted immediately; and
That the walrus sport hunts be conducted according to the hunt plan
submitted by Mr. Keatainak for the 2000 season.

4.
Nunavut Sivuniksavut Donation Request
Jim
Noble reviewed the letter from Nunavut Sivuniksavut requesting funding
assistance to send students to Australia to meet with the Aborigines who
are still struggling for their land rights. The request is presented as
an opportunity for the students to share information on history and culture
and to raise the profile of Nunavut. The Board noted that this group was
funded in previous years for similar projects and that it would be appropriate
to assist them again. The Board approved a donation of $3,000 to the Nunavut
Sivuniksavut Program for their class trip to Australia. (Resolution
2000-090)
5.
Traditional Bear Hunt (Coral Harbour): Update
Jim
Noble reminded the Members that NTI has formally challenged the decision
of the Nunavut Minister of Sustainable Development to set aside the final
decision of the NWMB in this matter. A three-member arbitration board
will be named to decide the issue, with the aid of an independent chairperson.
The hearings will be conducted in an open forum, and the NWMB will likely
be called to testify.

6.
Developing a new Funding Agreement with DIAND: Update
Jim
Noble advised that DIAND recently provided the Nunavut IPGs with a draft
“template” of a new instrument to replace the contribution agreement that
has been a matter of considerable contention between the Nunavut IPGs
and DIAND. Michael d’Eça led a review of this draft document by the IPGs
in concert, and comments were forwarded to DIAND last week. The
present schedule calls for a meeting of the parties by the end of January
to finalize the new funding agreement, subject of course to approval by
the DIAND Minister and Treasury Board.
7.
Participation at Upcoming Meetings and Other Events
Jim
Noble led the Board through the most recent (as at January 14) tabulation
of announcements and invitations. The following decisions were reached
regarding attendance and participation:
CWS, Species at Risk Meeting in Ottawa , January 24-28: Ben and Michael
to attend.
DFO, Atlantic Fisheries Policy Review Committee, Halifax , January 25:
No one to attend. Request information from meeting.
KHTA Meeting, Kugluktuk Feb 1-3: Ben and Makabe to attend
CWS, Polar Bear Technical Committee Meeting, Quebec City , February
5-7: Michelle and Harry to attend.
Environment Canada , Impacts and Adaptations to Climate Change, Yellowknife
, February 27-29: Kevin to sit in on some sessions.
CITES, 11 th meeting, Nairobi , Kenya , April 10-20: No one to attend.
DFO Science Advisory Council, April/May, location TBA: Ben to attend.

Other Business
Jim
advised that the Five-Year Independent Review has not yet been completely
translated and accordingly has not been distributed. Jim also advised
that Michael d’Eça will start by the first of February to co-ordinate
development of the NWMB’s workplan and budget to the end of the first
Planning Period as required by the Implementation Panel and DIAND. Michael
will also be drafting a response to the recent declaration by the Implementation
Panel of its new modus operandi.

That assignment of the right to sport-harvest each walrus be made in

That the numbers of walrus landed and walrus struck-and-lost in 2000
be reported to the NWMB and to DFO at the time of application for walrus
sport hunting next year;
That the total numbers of walrus landed and walrus struck-and-lost in
1999 be submitted immediately; and
That the walrus sport hunts be conducted according to the hunt plan
submitted by the HTO for the 2000 season;
And
further that the Igloolik HTO be commended for the effective working relationship
that they appear to have developed with Igloolik Outdoor Adventures with
respect to walrus sport hunting, but be advised that the Board is concerned
about the struck-and-lost information or lack thereof in respect to the
1999 hunts.

That the numbers of walrus landed and walrus struck-and-lost in 2000
be reported to the NWMB and to DFO at the time of application for walrus
sport hunting next year;
That the walrus sport hunts be conducted according to the hunt plan
submitted by the HTO for the 2000 season;
And
further that the Hall Beach HTO be asked to advise the Board on who they
intend to use as a booking agent for the 2000 season, and also to provide
the Board with their rationale in applying for approval to sport-hunt
15 walrus.

be reported to the NWMB and to DFO at the time of application for walrus
sport hunting next year; and
That the walrus sport hunts be conducted according to the hunt plan
submitted by the HTO for the 2000 season; and
Further
that the Aiviit HTO be asked to explain why they have designated the Coral
Harbour Tourism Association to administer these hunts.
