Overview

The Beverly Qamanirjuaq Caribou Management Board (BQCMB) was established in 1982 in response to a perceived crisis in the management of the Beverly and Qamanirjuaq caribou herds which range through the Northwest Territories, Manitoba and Saskatchewan. The BQCMB is an unincorporated inter-jurisdictional advisory body created by agreement of the governments of Canada and the above-noted jurisdictions. It consists of five government and eight user members. Governments appoint members of their own resource management agencies and appropriate Ministers appoint users on the recommendation of the communities or regional organizations.

Recommendations and advice provided by the BQCMB are considered by the NWMB in making decisions concerning total allowable harvest, non-quota limitations, and management plans along with other responsibilities ascribed to the Board through the Nunavut Land Claims Agreement (NLCA).

Functions of the BQCMB

The BQCMB has the following duties and responsibilities:

  1. To develop and make recommendations to the appropriate governments and to the groups of traditional caribou users for the conservation and management of the Beverly and Qamanirjuaq herds of barren ground caribou and their habitat.
  2. To monitor the caribou habitat over the entire ranges of the Beverly and Qamanirjuaq herds;.
  3. To conduct an information program and hold such public meetings as are necessary to report on and discuss with users its responsibilities, findings and progress.
  4. To assess and report on the operation of its herd management plan to appropriate governments and traditional user groups.
  5. To submit annual reports which shall including a summary of  Board activities, recommendations and responses by governments and traditional users, a review of the state of the Beverly and Qamanirjuaq herds and their habitat, a summary of harvests by jurisdiction and community, and a financial statement for the operation of the Board.
  6. To consider any other matters respecting the management of the barren ground caribou that are referred to the board.
