Introduction
The purpose of Special Meeting No. 12 of the Nunavut Wildlife Management Board (NWMB) is to publicly consider the draft Total Allowable Harvests and Non-Quota Limitations contained in the Government of Nunavut’s proposed Wildlife Regulations and Orders, made pursuant to the Wildlife Act.
Following the first two sessions of Special Meeting No. 12 - held from September 25th to 28th 2006 and October 22nd to 25th 2006 - the NWMB decided to hold a further session (Session C) in 2007, to address outstanding issues.
In a letter dated November 20th 2006, the NWMB invited the main participants at the first two sessions of the meeting – the Government of Nunavut (GN), Nunavut Tunngavik Incorporated (NTI) and the three Regional Wildlife Organizations (RWOs) – to file with the NWMB:
- By no later than 5:00 PM on December 18th 2006, written submissions concerning outstanding issues; and
- By no later than 5:00 PM on January 29th 2007, written responses to any materials filed with the NWMB as of December 18th 2006.
In two letters dated January 19th 2007, the NWMB invited the GN, NTI and the RWOs, as well as the Resolute Bay Hunters and Trappers Association and the Iviq Hunters and Trappers Organization, to file with the NWMB:
- By no later than 5:00 PM on February 23rd 2007, written submissions concerning the harvesting of Queen Elizabeth Islands Peary Caribou; and
- By no later than 5:00 PM on March 23rd 2007, written responses to any materials filed with the NWMB as of February 23rd 2007.

Rules
- Session C of Special Meeting No. 12 (the meeting) shall be open to the public, with notice provided to the public at least 30 days prior to the commencement of the meeting. Part of the meeting may be conducted in camera, where the NWMB considers that confidential or sensitive matters may be disclosed or discussed.
- All materials filed with the NWMB by the GN, NTI or any of the RWOs shall be:
- Filed in Inuktitut and English by no later than the dates and times specified by the NWMB in its November 20th 2006 and January 19th 2007 letters to them; and
- Provided by each body, at the date and time of filing, to the other four bodies.
- All materials filed with the NWMB by the Resolute Bay Hunters and Trappers Association and the Iviq Hunters and Trappers Organization shall be filed by no later than the dates and times specified by the NWMB in its January 19th 2007 letter to them.
- The NWMB shall ensure that all materials filed with it or produced by it are made publicly available, subject to relevant confidentiality or privacy concerns.
- The NWMB shall provide simultaneous English and Inuktitut translation at the meeting, to the extent reasonably possible.
- A quorum of NWMB members shall be present at the meeting.
- The NWMB shall make every effort to ensure that all participants at the meeting are treated with respect.
- The NWMB shall provide a reasonable opportunity for oral presentations from the GN, NTI, the RWOs or any other participant at the meeting by their choice of official, expert or counsel.
- Any member of the NWMB, the NWMB’s Director of Wildlife or the NWMB’s legal counsel may ask relevant questions of any participant at the meeting.
- The GN, NTI or any RWO or other participant may ask relevant questions of any other participant at the meeting.
- The NWMB shall provide members of the public in attendance at the meeting a reasonable opportunity to make statements and to ask questions of the participants and the NWMB.
- Every person at the meeting wishing to speak or ask a question shall raise his or her hand, and shall only speak once the NWMB Chairperson has recognized him or her.
